EEA Financial Mechanism and Norwegian Financial Mechanism 2004 -2009
The three non-EU members of the EEA - Iceland, Liechtenstein and Norway - established the EEA Financial Mechanism and the Norwegian Financial Mechanism to support social and economic cohesion within the enlarged EEA.
Through the EEA Financial Mechanism, the three EEA-EFTA states Iceland, Liechtenstein and Norway will make a total €600 million available to:
- the 10 countries that joined the EU and the EEA in May 2004
- as well as to Greece, Portugal and Spain
Through the Norwegian Financial Mechanism, Norway will make an additional €567 million available to the 10 countries that joined the EU and the EEA in 2004. Both mechanisms run over a five-year period until 2009. Norway, as the largest of the three donors, will contribute with close to €1.14 billion.
The EEA Financial Mechanism will also make available €72 million to Bulgaria and Romania, which joined the EEA in 2007, over a two-year period until 2009, while Norway will contribute an additional €68 million to the two new EEA members over the same period through bilateral cooperation programmes.

The EEA Financial Mechanism and the Norwegian Financial Mechanism are administered by the Financial Mechanism Office, which is affiliated with the European Free Trade Association (EFTA) Secretariat in Brussels.
The Czech Republic has authorized the Ministry of Finance to act on its behalf as its National contact point. It has an overall responsibility for the implementation of the EEA/Norwegian Financial Mechanisms activities in the Czech Republic.
Scholarship Fund
Fund for Support of Cooperation among Schools/ Scholarships is a programme of the EEA/ Norwegian Financial Mechanisms in the field of education. The fund will make available 2,5 mil euros over the five-year period 2004-2009.
National Agency for European Educational Programmes (NAEP) administers the block grant Fund for Support of Cooperation among Schools/Scholarships.
Objectives
The main aim of the Fund for Support of Cooperation among Schools/ Scholarships is to decrease the social and economic disparities in the European Economic Area by fostering cooperation among educational institutions in the Czech Republic and educational institutions in Iceland/ Liechtenstein/ Norway.
Actions
| Individual mobility grant (IMG) | mobility of students/ teachers/ administrative staff to Iceland, Liechtenstein, Norway studying, teaching, exchange visits, work shadowing, earning work experience, practical placement, course/ seminar/ workshop/ conference attendance, preparation of joint European/international projects |
| Learning partnership | organizing of joint seminars/ workshops/ conferences, joint projects, joint publications, joint course delivery and other joint activities including networking |
| Institutional development | cooperation towards curriculum development, human resource development and management of specific activities such as life-long learning, information centre, student centre, staff development etc. |
Eligible institutions:
- secondary schools
- higher vocational schools
- universities and other higher educational institutions
- non-profit organizations whose main activities are education and training (association of universities, association of schools, association of teachers, association of parents and others)
Eligible individual applicants:
- either citizens of the Czech Republic
- or recognized as having an official status of refugee or stateless person or permanent resident in the Czech Republic
- and must be studying/ teaching/ working at above stated eligible institutions
Only Czech citizens can apply for IMG.

Contact point in Norway: The Norwegian Centre for International Cooperation in Higher Education (SIU)
As the Norwegian focal point, SIU offers information services and advice to the recipient countries with the goal of identifying possibilities for cooperation and mobility with Norwegian institutions of higher education. SIU also actively disseminates information about the funds to Norwegian institutions and organizations like The Research Council of Norway.
